International players are in the US on student visas. There are restrictions on them working/earning income.
I read a piece by the U of Oregon general counsel cautioning that they should not participate in NIL unless they can do all of the “work” while outside the US. Perhaps there have been developments since the opinion was written.
This is not an NCAA rule. It’s a condition of a student’s immigration status.

When the NLRB issued the moronic opinion that Dartmouth BB players were employees, they didn't think about the deportation of foreign student-athletes. It's a real issue.

It might be a stretch to meet the provision of H2B that, "There are not enough U.S. workers who are able, willing, qualified, and available to do the temporary work."
