Perhaps it is treated as a cost of doing business. Not doing anything, while “free” is likely to result in DC being less competitive and therefore less successful.

To answer my own question,
Colleges pay INFLCR an annual fee to access the company’s software and app. Most of the deals are for five years and range from $15,000 to more than $100,000 per year depending on how many teams and athletes are covered.
BTW, INFLCR is pronounced "influencer" - clever, huh?

How does INFLCR make money?
INFLCR is a social media and compliance software. It is used by the majority of DI schools. I believe the conference hatched a deal for its member schools. The schools pay for the software license and it's components. Davidson has paid for this the last couple of years.

The company started out as software that allows photos to be uploaded and utilizes a very advanced AI system that identifies the student-athlete in each photo. The photos are then sorted into folders by athlete. The athlete also has an account and allows them to download all the pictures from their folder and use them personally - most often for their social media pages. The benefit is that the student-athletes get photos of themselves for free and in utilizing the photos on their own social media accounts, then promotes the college through a larger network of social media channels that the college would not be able to easily access.

INFLCR then also provides a compliance/NIL component that not only allows vendors to connect with student-athletes by finding and connecting athletes with sponsorship opportunities, it also helps the school and the athlete to do so in a compliant manner by providing both with the resources to monitor and track each transaction.

Long story short, it is a large financial investment by the institution for the student-athletes. Welcome to the NIL and social media era.
